Liang had learned project financing in projects of independent power producer (IPP) since 1990s, and become the pioneer of this field in Taiwan. In recent years, project finance, one of the tools in green finance, has come back to the spotlight again as the financing issue in offshore wind industry. Liang returns to his battlefield and wishes to contribute to the industry. He is an expert in understanding the perception gap of local and foreign banks, and bridge two sides to close deals. Liang was the former president of Cathay United Bank (Cambodia) Corporation Limited and the former mentor of Green Impact Academy.
